Harriers taking lambs

I’ve had a call from a farmer who has reported harriers taking lambs from his farm, and he requested advice on how to deter them.

Has anyone had any experience with deterrents etc. to keep harriers away?

Any advice much appreciated!

Harriers are reasonably people-averse, so how about scarecrows?
